Introduction

Research work in Indonesia has been less exposed thus giving the impression that the development of science and research in Indonesia lag behind other countries in the region. Open Access movement is climbing up. The country is the most prominent member country of ASEAN in terms of its success in OA and digital library initiatives, because the OA movement has been supported by the government, research councils, and funding agencies.

The awareness of the digital libraries and repositories is evident through initiatives at institutes of higher learning and research where there are implementations host resources and provide access. For instance, Indonesian Science & Technology Digital Library" (IS & TDL) was developed to serve as an integrated management system of scientific papers produced by researchers nationwide  It is an effective means of disseminating information and fostering communication, both inter-library contributors/members and between individuals making it easier for users to exchange information. National Aeronautics and Space Institute has initiated an open access journals project called LAPAN Online Journal. However, there is a lack of English description on this site.

As of March 2021, there are 151 OA repositories listed in OpenDOAR and 1777 OA journals published in Indonesia are indexed in the Directory of Open Access Journals (DOAJ).

Enabling Environment

Indonesia has shown much enthusiasm towards going Open Access with significant steps such as the Go Open Source 2004 statement by the State Ministry of Research and Technology. Formal initiative by the Government such as Coordination Centre for Research under the Ministry of Research and Development Agency has brought together research output from 74 departments across ministries in Indonesia. Indonesian Open Access initiative has seen the launch of digital repositories from Universities such as Muhammadiyah Surakarta and Universitas Indonesia, Indonesia.

Potential Barriers

The development of digital libraries implemented in Indonesia is mostly in standalone mode and has not been integrated and hence their utilization is not optimal. Digital libraries in Indonesia currently follow no standards or widely used tools and techniques. This causes a "bottleneck" in providing access to information in digital format. ICT applications and infrastructural facilities need a boost to keep up with the developments of networked information exchange. Universities and R&D institutions are vividly aware of OA impact on intellectual impact. Although there is a national standard institution, there is no standard for IR or tools which would result in having a problem on information exchange. As is the case in many countries of this region, English language proficiency is lacking and means for local language content creation are slow in development. The establishment of online OA journals and OA repositories where the working medium is the local language needs to be encouraged. A national OA policy is lacking.

Funding Mandate

The Ministry of Research and Technology works as an instrument for the Indonesian government to provide access to electronic journals subscribed to institutions under the coordination of R & D activities of Indonesia. The Centre for Scientific Documentation and Information Indonesian Institute of Sciences (LIPI-WWII) in cooperation with the Ministry of Research and Technology are developing a portal management system integrating a scientific research with the name of Indonesian Digital Library of Science & Technology (IS & TDL) with a mandate to increase the availability and affordability of scientific information that can be accessed quickly.

Zero funders' mandates for OA publishing are registered in SHERPA/JULIET. As of May 2015, eight institutional OA policies are recorded in ROARMAP.
