Introduction

As of March 2021, DOAJ indexed 73  open access journals from Costa Rica substantially increasing from 43 in 2016.  The University of Costa Rica (Universidad de Costa Rica, UCR) has a leading role in the promotion and implementation of open access in Costa Rica. There are 10 repositories listed in OpenDOAR from Costa Rica. 

An update showed that, as of 2016, 1.42%% (120) OA journals indexed in Latindex; 2.00% (22) OA journals indexed in RedALyC and 1.84% (23) OA journals indexed in SciELO are published in Costa Rica. 

Enabling Environments

The National University of Costa Rica (Universidad Nacional de Costa Rica-UNA) has developed its own Journal Portal (Portal Electrónico de Revistas Académicas de la Universidad Nacional). Also, the Technological Institute of Costa Rica and the State Open University (UNED) all have their own journal portals.

Costa Rica has 7 repositories registered in ROAR, mainly from public universities and they compose the national repository, recently created in 2016 and named Kimuk. The National Council of University Presidents (Consejo Nacional de Rectores) is the national focal point of http://www.redclara.net/RedCLARA in Costa Rica, and RedCLARA supports interoperability and cooperation initiatives among digital repositories in the region, initiatives where Costa Rica can participate in the future.

Also, with the creation of the national node Kimuk in 2016 and with the support of CONARE, Costa Rica joined The Reference.

No mandates are registered in ROARMAP, indicating the need for the establishment and implementation of OA policies at the national and institutional levels.

5-8 March 2013: 30 experts and Policy specialists from 25 countries including Belize; Virgin Islands; St Vincent and Grenadines; St Kitts and Nevis and St Martin; Argentina; Brazil; Chile; Costa Rica; Dominican Republic; El Salvador; Guatemala; Uruguay and Mexico gathered in Kingston to develop strategies and a road map to implement open access policies in the Latin American and Caribbean Region. This was the first regional consultation on open access to scientific information and research organized by the UNESCO Kingston Cluster office in collaboration with the Ministry of Science, Technology, Energy and Mining, Ministry of Information, Government of Jamaica, University of West Indies and UNESCO National Commission for Jamaica. Workshop participants had the opportunity to contribute towards highlighting priority areas for intervention to achieve “Openness” in the region and individual countries. Participants reviewed the UNESCO OA policy templates and worked out specific policies for their own country/institution.

Key Organizations

Scielo Costa Rica started in 2000 with health journals and currently accepts journals in other areas of knowledge, previous review by its National Advisory Committee composed by Caja Costarricense de Seguro Social through the National Library of Health and Social Security (Biblioteca Nacional de Salud y Seguridad Social BINASSS), the National Council for Scientific and Technological Research - CONICIT, the University of Costa Rica (Vice presidency of Research, and the History School), and the National Children’ Hospital of Costa Rica (Hospital de Niños de CCSS)

  • The University Council has issued an open access policy that states: "7.2.3. It will opt for open access to data, information and knowledge, through institutional repository, in order to make the academic production available to the national and international community".
  • The Vicepresidency of Research has issued in 2011 a resolution requiring research output to be deposited in open access repositories.
  • Creation in 2010 of Kérwá, the institutional repository of the University of Costa Rica for theses, books, teaching materials, research reports, video, audio, multimedia, and articles published by UCR authors in journals not belonging to UCR.
  • Since 2007, the organization of events and training in support of open access, e-publishing, online journal management and institutional repositories.

Enlace Académico Centroamericano (Central America Academic Link) is an initiative from FLACSO´s Executive Secretariat in Costa Rica, with support from the Ford Foundation, and participation of full-text contents from Honduras, Nicaragua, El Salvador, Costa Rica, Guatemala and Panamá. This initiative provides social sciences open access publications, news, resources, events and selected links.

Together with other countries of the region, Costa Rica participates in open access regional subject repositories with a growing number of full-texts, examples: health (BVS), agriculture (SIDALC,CATIE), science (PERIÓDICA), education (Relpe, CEDUCAR), public management and policies (CLAD-SIARE), social sciences (CLACSO, FLACSO, CLASE), work (LABORDOC), information science (E-Lis), among others.
